(1) The Secretary of each municipality shall establish a register of residence which shall contain the names, sex, date of birth or age, together with such other information as the local government may deem essential to its records, of everyone residing within the municipality.
(2) It shall be unlawful for any person to be registered in more than one municipality at one time.
(3) Failure of any person to register shall be punishable as provided in Section

For the purposes of this Chapter, legal residence is defined as the municipality or town in which an individual elects to be registered as a citizen, thereby obligating himself to the laws of that municipality as well as being entitled to the benefits to be derived from participation in the democratic processes of government.

Registration in the municipality of an individual's choice shall entitle that individual to the right of suffrage and the right to file as a candidate for office in such elections as may be held in that municipality.

(1) Any individual subject to taxation, or any individual who has reached voting age, may change his legal residence, provided that:
(a) He has lived for one year or more in the municipality of his choice; and
(b) He gives notice of his intention to change his legal residence to the Secretary of the municipality of his choice by completing the registration form which shall be signed and sent to the Secretary of the former place of residence by the Secretary of the new place of residence.
(2) The legal residence of those who have not attained voting or taxable age shall be that of their parents'.

Any person who, having reached voting age, or upon reaching voting age, fails to register or comply with the provisions of this Chapter shall be liable to a fine of not more than fifty dollars or six months imprisonment, or both.
